Once the GSTIN is live, add the fulfilment centre Flipkart allots you as an Additional Place of Business on the GST portal. Ensure the APOB shows on your registration before you dispatch.
myHQ provides a Kolkata virtual office address that serves as your West Bengal Principal Place of Business (PPOB) for GST. With it you register a West Bengal GSTIN (state code 19) and add the Uluberia or Haringhata fulfilment centre Flipkart allots you as an Additional Place of Business (APOB), which Flipkart requires before you store Flipkart Fulfilment inventory in the state.
A VPOB, or Virtual Place of Business, is a commercial address you rent for the single purpose of filing a GST registration on it in a state where you have no shop, office or godown. Flipkart Fulfilment sellers in West Bengal need one because GST is registered state by state, and the day your cartons are received at Uluberia or Haringhata you are carrying on business in West Bengal, whatever your home state.
Only two of the three terms below exist on the GST portal. The third is trade shorthand, and knowing which is which decides where each document goes.
| Term | Full form and what it means for a Flipkart seller | Where it appears on the GST portal |
|---|---|---|
| PPOB | Principal Place of Business: the lead address of the West Bengal registration, printed on the certificate; the rented Kolkata address takes this slot | Form GST REG-01, Part B, “Principal Place of Business” tab |
| APOB | Additional Place of Business: any other West Bengal address where your goods are stored or your records kept; the Flipkart FC is filed here | REG-01 “Additional Places of Business” tab, or later by Form GST REG-14 (Amendment of Registration Core Fields) |
| VPOB | Virtual Place of Business: a market term, not a portal field; a rented address declared as PPOB with a rent agreement, owner’s NOC and recent electricity bill as proof | PPOB tab, nature of possession “Rented” |
The statute is brief. Section 2(85) of the CGST Act, 2017 defines “place of business” to include a warehouse, godown or any other place where a taxable person stores goods. Section 22(1) fixes liability to register “in the State or Union territory from where he makes a taxable supply”, and Section 25(1) requires a separate application in each such state. A Delhi or Karnataka GSTIN therefore does nothing for goods dispatched from Howrah. West Bengal’s code is 19, the first two digits of every West Bengal GSTIN; the full table is in our GST state code list.
Why not register the warehouse itself as PPOB? Because the premises are Flipkart’s. Its consent letter lets you store goods there; it does not make you the occupier, and the portal wants a rent or lease agreement, or an owner’s consent letter backed by ownership proof, for the PPOB. A rented Kolkata address fills that gap, which is what the VPOB registration guide covers nationally and what a VPOB is and when you should register one explains for first-timers. Sellers tempted to use a Kolkata relative’s flat should read home address for GST registration first: a residential address invites the queries a commercial one avoids.
There is no Flipkart FC directory and no public site-code system like Amazon’s, so sellers go by the Seller Hub allotment and by third-party lists, and shoppers go by the place name in their order tracking. In West Bengal two names recur: Uluberia in Howrah district, and the Haringhata site in Nadia that Flipkart opened in April 2022 as its largest FC in the country. In June 2021 Flipkart said it had seven fulfilment centres, 152 delivery hubs and more than 10 lakh sq ft of warehousing in the state. All of it is West Bengal, state code 19, so one GSTIN on one Kolkata PPOB carries whichever site you are given.
Uluberia is Flipkart’s warehouse at J.L. Nos 9, 55 and 8, Mouza Chandipur, Harinarayan Chak, Amraberia, Uluberia, Howrah district, West Bengal 711316, about 35 km south-west of Kolkata beside NH 16, the Kolkata to Kharagpur highway. FC directories list it as “Kolkata Uluberia BTS”. It is FBF storage, not a sort centre, so if your order tracking says Uluberia, this is where the parcel is. For a seller the rule is one West Bengal GSTIN, filed on a Kolkata PPOB, with this address added as an APOB before the first inbound.
Haringhata is Flipkart’s fulfilment centre in Haringhata block, Nadia district, West Bengal 741245, about 50 km north-east of Kolkata beyond Kalyani. Inaugurated in April 2022 at the Bengal Global Business Summit, it spans 110 acres, 20 lakh sq ft of built-up space and 50 lakh cubic feet of storage on six mezzanine levels, and Flipkart calls it its largest fulfilment centre in India. The exact plot and mouza are not published, so copy the address from your allotment letter. Stock here needs the West Bengal GSTIN with Haringhata as an APOB.
Only the model that puts your goods inside a Flipkart warehouse in West Bengal triggers a West Bengal GSTIN; shipping to Kolkata buyers from a warehouse in Delhi does not. Seller Hub offers three ways to fulfil an order, and Section 22 applies to each as below.
| Model | Who stores, packs and ships | Need a West Bengal GSTIN? | Why |
|---|---|---|---|
| Flipkart Fulfilment (FBF) | Flipkart stores at Uluberia or Haringhata, packs, and ships through Ekart | Yes, once a West Bengal FC is allotted | Goods at a Flipkart FC in the state are your place of business under Section 2(85); the FC is filed as APOB |
| Smart Fulfilment | Stock stays in your own warehouse; Ekart collects and delivers | Only if that warehouse is in West Bengal | Registration follows where the goods sit, not where Ekart delivers |
| Seller fulfilment (non-FBF) | You store and pack; Ekart picks up from your premises | Only if your premises are in West Bengal | Same rule; Flipkart holds no inventory |
The Flipkart Assured badge is what pulls sellers into FBF: it goes on listings that clear Flipkart’s quality checks and ship within two to four days, and in practice that means stock already sitting in a Flipkart FC near the buyer. A Delhi seller who wants the badge on orders from Kolkata, Siliguri and Guwahati ends up with a West Bengal registration, because Haringhata and Uluberia are the FCs that serve the east and the North East. The trade-offs are weighed in when to consider Fulfilment by Flipkart, and the commission, collection and fixed fees in Flipkart seller fees.
Yes, for any taxable product, and Seller Hub will not let a taxable listing go live without a GSTIN. Section 24(ix) of the CGST Act, 2017 makes registration compulsory, with no turnover threshold, for anyone who supplies goods through an e-commerce operator required to collect tax at source under Section 52. Flipkart is such an operator; it deducts TCS at 0.5% of net taxable value under Notification 15/2024-Central Tax, effective 10 July 2024, and the amount reaches your electronic cash ledger once Flipkart files GSTR-8.
One carve-out exists. Notification 34/2023-Central Tax, effective 1 October 2023, lets an unregistered supplier of goods sell through a marketplace if turnover stays below the Section 22 threshold, every sale is within one state, and an enrolment number has been taken on the GST portal. A Kolkata potter selling only to West Bengal buyers from a Kolkata address can use it. An FBF seller cannot: goods at Haringhata serve Assam, Bihar and Odisha, which is inter-state supply, and Flipkart’s onboarding does not accept the enrolment number for taxable products.
Flipkart says the same in its own words: its seller guidance treats the GSTIN as a standing condition of selling, and Flipkart GST registration in a second state is that rule applied wherever the stock sits. Our Flipkart seller GST registration post reaches the same place: no turnover exemption for marketplace sellers, one GSTIN in every state where Flipkart holds your stock. The general thresholds and forms are in GST registration in India.
The West Bengal GSTIN comes from Form GST REG-01 filed on the GST portal with the rented Kolkata address entered as Principal Place of Business, and a low-risk applicant who completes Aadhaar authentication receives it in 3 working days.
myHQ issues the rent agreement in your legal name, the owner’s no-objection certificate and the latest electricity bill for the Kolkata premises within 72 hours of KYC; Rule 8 and CBIC Instruction 03/2025-GST (17 April 2025) treat these as the proof set for rented premises. How an officer reads each document is covered in address proof for GST registration and consent letter for GST registration.
On gst.gov.in go to Services, Registration, New Registration: legal name as on PAN, PAN, and the mobile and email of the primary authorised signatory. Verify both OTPs, each valid 10 minutes, to get a Temporary Reference Number (TRN), which expires, along with anything saved under it, 15 days later.
Log in with the TRN and work through Business Details, Promoter/Partners, Authorised Signatory, Principal Place of Business, Additional Places of Business, Goods and Services (top five HSN codes), Aadhaar Authentication and Verification. A pure FBF seller gives “supply through e-commerce operator” as the reason for registration.
Type it as it reads on the rent agreement, choose “Rented” as nature of possession, and upload the rent agreement with the owner’s electricity bill (proof of the lessor’s title) and the NOC, PDF or JPEG up to 1 MB each. Tick “Have Additional Places of Business” if Flipkart’s consent letter is already in hand.
Opt in for the primary signatory and one promoter. Rule 9A, inserted by Notification 18/2025-Central Tax from 1 November 2025, grants low-risk applications within 3 working days. West Bengal is a biometric state: since 2 August 2024, applicants the system flags under Rule 8(4A) receive a GST Suvidha Kendra appointment link instead of an OTP link and must attend with the original Aadhaar, PAN and uploaded documents. Biometric authentication in GST registration walks through the visit.
Sign off with a DSC if you are a company or LLP, otherwise e-Sign or EVC. The Application Reference Number arrives in about 15 minutes; track it under Services, Registration, Track Application Status. If Rule 9A does not apply, the officer has 7 working days under Rule 9(1), and 30 days if a Rule 25 site visit is ordered.
Form GST REG-03 is the notice, Form GST REG-04 the reply, and the deadline is 7 working days; leave it unanswered and Form GST REG-05 rejects the application. GST notice during registration shows the reply, and GST registration rejected covers reapplying.
Form GST REG-06 is waiting under Services, User Services, View/Download Certificates. Its 15-digit GSTIN opens with 19 and names the Kolkata address as PPOB. Rule 10A requires bank account details within 30 days of grant or before the first GSTR-1, whichever is earlier; company bank account verification covers what the bank asks for.
| REG-01 field | Entry for a Flipkart seller using a West Bengal VPOB |
|---|---|
| State | West Bengal |
| Legal name | As on PAN, matching the rent agreement and the Seller Hub business name |
| Trade name | Your Flipkart storefront name, if it differs |
| Reason to obtain registration | “Supply through e-commerce operator” for a pure FBF seller |
| Principal Place of Business | The myHQ Kolkata address, character for character as on the agreement |
| Nature of possession of premises | Rented |
| Proof of principal place of business | Rent agreement and the owner’s electricity bill; NOC as the second file |
West Bengal’s state GST is administered by the Directorate of Commercial Taxes; central registrations fall under the Kolkata North or Kolkata South commissionerate depending on the address. Officers in both streams can order a Rule 25 visit before or after grant, and since Notification 38/2023-Central Tax (4 August 2023) the visit may happen without the applicant present. The myHQ partner space holds your agreement and NOC and receives the officer; the signage add-on puts your name on the board. GST physical verification with a virtual office describes the visit.
The Flipkart FC is added to your West Bengal GSTIN through a core-field amendment in Form GST REG-14 with Flipkart’s consent letter attached, and Rule 19 gives the officer 15 working days to act. You move between Seller Hub and the GST portal three times: Hub, portal, Hub.
Opt in to Flipkart Fulfilment in Seller Hub and finish FBF onboarding; Flipkart allots a West Bengal FC and issues a consent letter or NOC naming your seller account and the FC address. Only a current letter that names your account will do.
Signed in to the West Bengal GSTIN on gst.gov.in, follow Services, Registration, Amendment of Registration Core Fields to the Additional Places of Business tab, set the count of places you are adding and press Add New.
Mouza, police station, district and PIN: 711316 for Uluberia and 741245 for Haringhata. Tick “Warehouse/Depot” as the nature of business activity. For nature of possession select “Consent” and upload Flipkart’s letter, or “Others” if your range officer prefers it; two PDF or JPEG files up to 1 MB each per place.
Record the reason (“addition of place of business, Flipkart fulfilment centre”) and the date the change takes effect, and sign with DSC or EVC; the ARN is your proof that REG-14 is on record. Because Rule 19(1) wants the amendment within 15 days of the change, file it before the inbound appointment rather than after the truck has unloaded.
Watch the ARN under Services, Registration, Track Application Status. The officer’s 15 working days under Rule 19 run from filing; silence past that point is deemed approval, an order in Form GST REG-15 follows, and the reissued Form GST REG-06 shows the FC. If a REG-03 lands instead, compare your address string with the consent letter first; a single differing word is the usual cause.
Return to Seller Hub and add the West Bengal GSTIN under Account, Business Details, Tax Details (Profile, Tax Details, Add State in some builds), uploading the REG-06. Validation against GSTN takes 24 to 48 hours; if it bounces, the address you typed almost certainly differs from the certificate by a word.
With the GSTIN verified in Seller Hub and the FC on the certificate, the FBF calendar for that site accepts appointments and your transporter can run to Uluberia or Haringhata.
If Flipkart’s letter arrives before you file REG-01, put the FC on the Additional Places of Business tab of the original application and skip the amendment; GST registration at PPOB and APOB address shows the combined filing. The generic mechanics are in how to add an additional place of business in GST, the marketplace version in how to register an e-commerce FC as APOB, and moving the PPOB itself in how to change GST address.
The paperwork comes from three directions: myHQ covers the address, you cover the entity, Flipkart covers the warehouse. Every upload is a PDF or JPEG of 1 MB or less.
| From myHQ (PPOB) | From you (entity) | From Flipkart (APOB) |
|---|---|---|
| Rent agreement for the Kolkata address in your legal name, stamped as West Bengal requires | Business PAN, or the proprietor’s PAN | Consent letter or no-objection certificate for the allotted FC, naming your seller account |
| Owner’s no-objection certificate permitting GST registration at the address | Aadhaar of the primary signatory and one promoter, for OTP or biometric authentication | The FC address exactly as the letter gives it, with PIN |
| Latest electricity bill for the premises, under two months old, as the owner’s proof of title | Certificate of incorporation, LLP agreement or partnership deed, plus board resolution or authorisation letter for the signatory | Updated REG-06 showing the FC, uploaded to Seller Hub tax details |
| Photographs of the signatory and promoters, 100 KB each | ||
| Cancelled cheque or bank statement, within 30 days of grant (Rule 10A) | ||
| DSC where the applicant is a company or LLP |
A sole proprietor signs in their own name and skips the resolution; the thresholds that apply to individuals are in GST for freelancers. Whether the property owner’s NOC or one issued by myHQ is the right second document is answered in owner NOC vs virtual office NOC, and the wording an officer expects is in NOC for GST registration.
Plan four to six weeks from ordering the Kolkata address to the first FBF inbound, because Flipkart’s allotment and consent letter sit between the GSTIN and the APOB filing; add two to three weeks if a GSK appointment, a Rule 25 visit or a REG-03 query lands in between.
| Stage | Time | Governing provision |
|---|---|---|
| myHQ documents for the Kolkata PPOB | Within 72 hours of KYC | myHQ service standard; Tatkal add-on shortens it |
| REG-01 filed to GSTIN granted | 3 working days (low-risk, Aadhaar-authenticated); 7 working days otherwise; up to 30 days with physical verification | Rule 9A (Notification 18/2025-CT, 1 November 2025); Rule 9(1); Rule 25 |
| Biometric GSK appointment, if flagged | Within the window stated in the intimation email; ARN issues after the visit | Rule 8(4A); GSTN advisory of 2 August 2024 for West Bengal |
| Reply to a REG-03 query | 7 working days from the notice | Rule 9(2), Form GST REG-04 |
| FBF approval and Flipkart’s consent letter | Set by Flipkart; days to two weeks | Seller Hub FBF onboarding |
| APOB amendment (REG-14) to updated REG-06 | Up to 15 working days; deemed approved after that | Rule 19(2) and (3) |
| Seller Hub GSTIN validation | 24 to 48 hours | Seller Hub tax details |
| Realistic total | Four to six weeks; up to nine with a GSK visit, a site visit or a query |
| Cost item | Amount |
|---|---|
| GST registration fee on gst.gov.in | Nil |
| APOB amendment fee | Nil |
| VPOB (virtual office) in one state | Rs 8,000 to Rs 15,000 a year per state, depending on city and plan |
| Physical office in one state, for comparison | Rs 2 lakh to Rs 5 lakh a year |
| Ten-state FBF footprint | Rs 80,000 to Rs 1.5 lakh a year on VPOBs against Rs 20 lakh to Rs 50 lakh on offices |
| Physical verification or GSK visit | No fee (Rule 25; Rule 8(4A)) |
Officer-side rejections in West Bengal almost always trace to documents that disagree with one another, and Flipkart-side blocks to a GSTIN or address that Seller Hub cannot match. Eight causes cover nearly every case, each with its fix.
Where a registration has already been cancelled over the address, GST registration cancelled due to address issues sets out revocation, and GST clarification guide covers the reply to a query. Storing goods at a Flipkart FC that is not on your certificate breaches Rule 19(1); the general penalty under Section 125 of the CGST Act is up to Rs 25,000, repeated under the West Bengal GST Act, 2017, with Section 126 asking officers to go easy on minor, rectifiable breaches.
What myHQ brings is the Kolkata address itself, rented in your legal name, and the three papers the West Bengal officer and the Flipkart APOB filing both turn on: rent agreement, owner’s NOC and electricity bill, delivered within 72 hours of KYC. The network covers 25 or more cities, has served 10,000 or more clients, and filings made on those documents, whether GST, ROC or bank, are covered by a 100% acceptance guarantee and a 30-day money-back.
Four add-ons map to the FBF route: APOB support for the Flipkart amendment, CA assistance across REG-01 and REG-14, Tatkal when a Big Billion Days inbound is closing in, and signage for the officer’s visit.
