Once the GSTIN is live, add the fulfilment centre Flipkart allots you as an Additional Place of Business on the GST portal. Ensure the APOB shows on your registration before you dispatch.
myHQ provides a Mumbai virtual office address that serves as your Maharashtra Principal Place of Business (PPOB) for GST. With it you register a Maharashtra GSTIN (state code 27) and add the Bhiwandi fulfilment centre Flipkart allots you as an Additional Place of Business (APOB), which Flipkart requires before you store Flipkart Fulfilment inventory in the state.
A Virtual Place of Business, or VPOB, is a rented commercial address whose only job is to carry a GST registration in a state where you keep no premises of your own. Flipkart Fulfilment sellers in Maharashtra need one because registration is granted state by state, and stock received at Flipkart’s Bhiwandi warehouse means you are doing business in Maharashtra even if every order is packed by Flipkart.
The GST portal knows two of these three terms. The third is what the market calls the rented address, and the distinction decides which upload goes on which tab.
| Term | Full form and what it means for a Flipkart seller | Where it appears on the GST portal |
|---|---|---|
| PPOB | Principal Place of Business: the lead address of your Maharashtra registration, shown on the certificate; the rented Mumbai address goes here | Form GST REG-01, Part B, “Principal Place of Business” tab |
| APOB | Additional Place of Business: every other Maharashtra location where your goods are kept or records held; Flipkart’s FC belongs here | REG-01 “Additional Places of Business” tab, or later by Form GST REG-14 (Amendment of Registration Core Fields) |
| VPOB | Virtual Place of Business: trade shorthand, not a portal field; a rented address declared as PPOB and proved by a rent agreement, owner’s NOC and recent electricity bill | PPOB tab, nature of possession “Rented” |
Three provisions do the work. Under Section 2(85) of the CGST Act, 2017, “a warehouse, a godown or any other place where a taxable person stores his goods” is a place of business. Section 22(1) ties registration to “the State or Union territory from where he makes a taxable supply”, and Section 25(1) demands a separate application in each such state. A Gujarat or Karnataka GSTIN therefore covers nothing shipped out of Bhiwandi. Maharashtra’s code is 27, the opening two digits of every Maharashtra GSTIN, as listed in our GST state code list.
The warehouse cannot be the PPOB. Flipkart’s letter consents to your goods being stored on its premises; it does not hand you occupation of them, and the portal asks for a rent or lease agreement, or an owner’s consent letter with proof of title, behind a PPOB. A rented Mumbai address supplies that, which is the arrangement the virtual place of business guide sets out nationally and what a VPOB is and when you should register one introduces. A relative’s flat in Thane is a poor substitute: home address for GST registration explains the queries a residential PPOB attracts.
Flipkart neither publishes an FC directory nor uses public site codes the way Amazon does, so sellers work from the Seller Hub allotment and from third-party lists, and shoppers work from the place names in order tracking. In Maharashtra the name that recurs is Bhiwandi in Thane district, where directories put the Flipkart buildings that serve the western market. Flipkart has said it runs 12 supply-chain facilities in the state across more than 23 lakh sq ft. All of it is Maharashtra, GST state code 27, so a single Maharashtra GSTIN filed on a Mumbai PPOB carries whichever building you are given.
The Thane Flipkart facility is Flipkart’s Bhiwandi warehouse cluster in Thane district, about 45 km north-east of Mumbai and 20 km from Thane city along the Mumbai to Nashik highway, and its main FBF building is Warehouse Building WE-II, Renaissance Integrated Industrial Area, Village Vashere, Bhiwandi, Thane 421302. Bhiwandi is a taluka of Thane district, so tracking, allotments and directories all call these warehouses the Thane facility; Thane city itself has no Flipkart FC. For a seller: one Maharashtra GSTIN on a Mumbai PPOB, with the exact Bhiwandi building from the allotment letter filed as an APOB before the first inbound.
Flipkart’s Bhiwandi warehouses sit in the warehousing belt along the Mumbai to Nashik highway. A search for “flipkart warehouse bhiwandi” turns up the Vashere building above, PIN 421302, and a second at Dive Anjur village, also 421302, in the Dapode stretch. The “flipkart bhiwandi warehouse address” you file on REG-14 is whichever of these your consent letter names, copied word for word.
A Maharashtra GSTIN becomes necessary only when Flipkart holds your goods inside Maharashtra; selling to Mumbai buyers from a warehouse in Haryana creates no Maharashtra liability. Seller Hub describes three ways to fulfil orders, and Section 22 lands differently on each.
| Model | Who stores, packs and ships | Need a Maharashtra GSTIN? | Why |
|---|---|---|---|
| Flipkart Fulfilment (FBF) | Flipkart stores at Bhiwandi, packs, and ships through Ekart | Yes, from the first Maharashtra allotment | Goods in a Flipkart FC in the state are your place of business under Section 2(85); the FC is filed as APOB |
| Smart Fulfilment | Your own warehouse holds the stock; Ekart collects and delivers | Only if that warehouse is in Maharashtra | Registration follows the goods, not the courier |
| Seller fulfilment (non-FBF) | You store and pack; Ekart picks up from your address | Only if your address is in Maharashtra | Same rule; Flipkart holds nothing |
Sellers move to FBF for the Flipkart Assured badge, which attaches to listings that pass Flipkart’s quality checks and ship in two to four days, and that speed comes from stock positioned in a Flipkart FC near the buyer. Mumbai is Flipkart’s largest western market, so a Delhi or Surat seller who wants the badge there is allotted Bhiwandi and needs a Maharashtra registration whether or not it was in the plan. When to consider Fulfilment by Flipkart weighs the models, and Flipkart seller fees lays out commission, collection and storage charges.
For taxable goods, yes: Seller Hub asks for the GSTIN before a taxable listing can be created, and the law behind it is Section 24(ix) of the CGST Act, 2017, which makes registration compulsory regardless of turnover for anyone supplying goods through an e-commerce operator that collects tax at source under Section 52. Flipkart collects TCS at 0.5% of the net taxable value under Notification 15/2024-Central Tax, effective 10 July 2024, and credits it to your electronic cash ledger through GSTR-8.
The exception is narrow. Notification 34/2023-Central Tax, in force since 1 October 2023, exempts a supplier of goods from Section 24(ix) if turnover is under the Section 22 threshold, every supply is intra-state and an enrolment number has been obtained on the portal. A Kolhapur maker selling only to Maharashtra buyers from a Kolhapur address qualifies. An FBF seller does not, because stock at Bhiwandi ships to Gujarat, Goa and Madhya Pradesh, which is inter-state, and because Flipkart’s onboarding does not recognise the enrolment number for taxable products.
Flipkart’s seller-facing material treats the GSTIN as non-negotiable. Our post on Flipkart GST registration explains the account side, and GST registration in India the thresholds, forms and fees in general.
You obtain the Maharashtra GSTIN by filing Form GST REG-01 on the GST portal with the rented Mumbai address declared as Principal Place of Business; a low-risk applicant who completes Aadhaar authentication is granted in 3 working days.
Within 72 hours of KYC, myHQ delivers the rent agreement in your legal name, the owner’s no-objection certificate and the most recent electricity bill for the premises, which Rule 8 and CBIC Instruction 03/2025-GST (17 April 2025) accept as proof of a rented PPOB. Address proof for GST registration explains what each proves and consent letter for GST registration the NOC wording.
On gst.gov.in go to Services, Registration, New Registration, with the legal name as printed on PAN, the PAN, and the primary signatory’s mobile and email. Two OTPs, valid 10 minutes each, generate a Temporary Reference Number (TRN) that expires with its saved data after 15 days.
Log back in with the TRN for Part B, which runs through Business Details, Promoter/Partners, Authorised Signatory, Principal Place of Business, Additional Places of Business, Goods and Services (your top five HSN codes), Aadhaar Authentication and Verification in that order. Choose “supply through e-commerce operator” as the reason if FBF is your only Maharashtra activity.
Type it as the rent agreement spells it, set nature of possession to “Rented”, and attach the rent agreement with the owner’s electricity bill as proof of title plus the NOC, PDF or JPEG up to 1 MB each. If Flipkart’s consent letter for a Maharashtra FC is already in hand, tick “Have Additional Places of Business” here.
Authenticate for the primary signatory and one promoter. Since 1 November 2025, Rule 9A (Notification 18/2025-Central Tax) has granted low-risk applications within 3 working days. Maharashtra has been a biometric state since 8 February 2025: an application flagged under Rule 8(4A) receives a GST Suvidha Kendra appointment link instead of an OTP link, and the applicant attends with original Aadhaar, PAN and the uploaded documents. Biometric authentication in GST registration describes the visit.
Submit using a DSC, mandatory for companies and LLPs, or e-Sign or EVC for everyone else. The Application Reference Number follows in about 15 minutes and is tracked under Services, Registration, Track Application Status. Where Rule 9A does not apply, Rule 9(1) gives the officer 7 working days, extended to 30 days if physical verification under Rule 25 is ordered.
Form GST REG-03 gives 7 working days to respond in Form GST REG-04; silence brings rejection in Form GST REG-05. GST notice during registration shows a reply, and GST registration rejected how to reapply.
Form GST REG-06 is downloaded from Services, User Services, View/Download Certificates. The GSTIN begins with 27 and carries the Mumbai address as PPOB. Rule 10A wants bank account details within 30 days of grant or before the first GSTR-1, whichever comes first; company bank account verification covers the current account.
| REG-01 field | Entry for a Flipkart seller using a Maharashtra VPOB |
|---|---|
| State | Maharashtra |
| Legal name | As on PAN, matching the rent agreement and the Seller Hub business name |
| Trade name | Your Flipkart storefront name, if it differs |
| Reason to obtain registration | “Supply through e-commerce operator” for a pure FBF seller |
| Principal Place of Business | The myHQ Mumbai address, letter for letter as on the agreement |
| Nature of possession of premises | Rented |
| Proof of principal place of business | Rent agreement and the owner’s electricity bill; NOC as the second file |
Maharashtra’s state GST is run by the Maharashtra Goods and Services Tax Department, and applications are split between it and the central commissionerates. Both streams use Rule 25 physical verification of new virtual-address registrations, before or after grant, and since Notification 38/2023-Central Tax (4 August 2023) the officer may visit without the applicant present. The myHQ partner space keeps your agreement and NOC on file and receives the officer; the signage add-on displays your business name. GST physical verification with a virtual office covers the visit.
Adding the Bhiwandi FC to your Maharashtra GSTIN is a core-field amendment filed in Form GST REG-14 with Flipkart’s consent letter attached, and Rule 19 gives the officer 15 working days to approve it. Seller Hub comes first and last, with the GST portal in between.
Opt in to Flipkart Fulfilment in Seller Hub and complete FBF onboarding; Flipkart allots a Maharashtra FC and provides a consent letter or NOC that names your seller account and the FC address. Officers refuse letters that are stale or made out to a different account.
Log in to the Maharashtra GSTIN on gst.gov.in, go to Services, Registration, Amendment of Registration Core Fields, select the Additional Places of Business tab, enter how many places you are adding and click Add New.
Building or block, industrial area, village, taluka, district and PIN 421302 for the Bhiwandi buildings. Tick “Warehouse/Depot” under nature of business activity. For nature of possession choose “Consent” and upload Flipkart’s letter, or “Others” where your range prefers it; two PDF or JPEG files of up to 1 MB per place.
Fill in the reason as “addition of place of business, Flipkart fulfilment centre”, enter the date the change takes effect, and sign with DSC or EVC; the ARN that follows is the record of the REG-14 filing. Rule 19(1) requires the amendment within 15 days of the change, so file ahead of the inbound appointment rather than after the stock arrives.
Follow the status under Services, Registration, Track Application Status. The officer has 15 working days under Rule 19; if that passes with no action the amendment stands approved, Form GST REG-15 records the order, and the reissued Form GST REG-06 carries the FC. A REG-03 here nearly always means a word in the address differs from the consent letter.
Back in Seller Hub, the Maharashtra GSTIN goes in under Account, Business Details, Tax Details with the REG-06 attached (Profile, Tax Details, Add State on some builds). GSTN validation takes 24 to 48 hours, and when it fails the reason is nearly always an address line typed differently from the certificate.
Verified GSTIN plus FC on the certificate equals an open FBF inbound calendar for that building, and the truck can roll to Bhiwandi.
Sellers who already hold Flipkart’s letter when they file REG-01 can put the FC on the Additional Places of Business tab of the original application and skip REG-14; GST registration at PPOB and APOB address shows that combined filing. The general procedure is in how to add an additional place of business in GST, the marketplace-specific one in how to register an e-commerce FC as APOB, and a change of the PPOB itself in how to change GST address.
Documents arrive from three parties: the address set from myHQ, the entity set from you, the warehouse set from Flipkart. The portal accepts PDF or JPEG up to 1 MB each.
| From myHQ (PPOB) | From you (entity) | From Flipkart (APOB) |
|---|---|---|
| Rent agreement for the Mumbai address in your legal name, stamped as Maharashtra requires | Business PAN, or the proprietor’s PAN | Consent letter or no-objection certificate for the allotted FC, naming your seller account |
| Owner’s no-objection certificate permitting GST registration at the address | Aadhaar of the primary signatory and one promoter, for OTP or biometric authentication | The FC address exactly as the letter gives it, with PIN |
| Latest electricity bill for the premises, under two months old, as the owner’s proof of title | Certificate of incorporation, LLP agreement or partnership deed, plus board resolution or authorisation letter for the signatory | Updated REG-06 showing the FC, uploaded to Seller Hub tax details |
| Photographs of the signatory and promoters, 100 KB each | ||
| Cancelled cheque or bank statement, within 30 days of grant (Rule 10A) | ||
| DSC where the applicant is a company or LLP |
A proprietor signs personally and needs no resolution; the thresholds for individuals are in GST for freelancers. Whether the landlord’s NOC or a myHQ-issued one is the second document Maharashtra officers expect is covered in owner NOC vs virtual office NOC, with the accepted wording in NOC for GST registration.
Budget four to six weeks from ordering the address to the first FBF inbound, because Flipkart’s allotment and consent letter sit between the GSTIN and the APOB filing; allow two to three weeks more if a GSK appointment, a Rule 25 visit or a REG-03 query intervenes.
| Stage | Time | Governing provision |
|---|---|---|
| myHQ documents for the Maharashtra PPOB | Within 72 hours of KYC | myHQ service standard; Tatkal add-on shortens it |
| REG-01 filed to GSTIN granted | 3 working days (low-risk, Aadhaar-authenticated); 7 working days otherwise; up to 30 days with physical verification | Rule 9A (Notification 18/2025-CT, 1 November 2025); Rule 9(1); Rule 25 |
| Biometric GSK appointment, if flagged | Within the window stated in the intimation email; ARN issues after the visit | Rule 8(4A); GSTN advisory of 8 February 2025 for Maharashtra |
| Reply to a REG-03 query | 7 working days from the notice | Rule 9(2), Form GST REG-04 |
| FBF approval and Flipkart’s consent letter | Set by Flipkart; days to two weeks | Seller Hub FBF onboarding |
| APOB amendment (REG-14) to updated REG-06 | Up to 15 working days; deemed approved after that | Rule 19(2) and (3) |
| Seller Hub GSTIN validation | 24 to 48 hours | Seller Hub tax details |
| Realistic total | Four to six weeks; up to nine with a GSK visit, a site visit or a query |
| Cost item | Amount |
|---|---|
| GST registration fee on gst.gov.in | Nil |
| APOB amendment fee | Nil |
| VPOB (virtual office) in one state | Rs 8,000 to Rs 15,000 a year per state, depending on city and plan |
| Physical office in one state, for comparison | Rs 2 lakh to Rs 5 lakh a year |
| Ten-state FBF footprint | Rs 80,000 to Rs 1.5 lakh a year on VPOBs against Rs 20 lakh to Rs 50 lakh on offices |
| Physical verification or GSK visit | No fee (Rule 25; Rule 8(4A)) |
Rejections by Maharashtra officers come down to documents that contradict each other; blocks on Flipkart’s side come from a GSTIN or an address that Seller Hub cannot reconcile. Eight causes account for nearly all of them.
If an address problem has already cost you a registration, GST registration cancelled due to address issues explains revocation, and GST clarification guide handles the reply to a notice. Holding stock at a Flipkart FC that is not on your certificate breaches Rule 19(1); the general penalty under Section 125 of the CGST Act runs to Rs 25,000, mirrored under the Maharashtra Goods and Services Tax Act, 2017, with Section 126 asking officers to go easy on minor, rectifiable breaches.
myHQ provides the rented Maharashtra address that becomes your PPOB and the three documents the state officer and the Flipkart APOB filing both depend on: rent agreement, owner’s NOC and electricity bill, issued in your legal name within 72 hours of KYC. The network covers 25 or more cities, has served 10,000 or more clients, and a 100% acceptance guarantee with a 30-day money-back stands behind GST, ROC and bank filings made on those documents.
Add-ons cover the four points where FBF sellers get stuck: APOB support for the Flipkart amendment, CA assistance on REG-01 and REG-14, Tatkal ahead of a Big Billion Days inbound, and signage for the officer’s visit.
