Don’t have a virtual address?
Once the GSTIN is live, add the fulfilment centre as an Additional Place of Business on the GST portal. Ensure the APOB shows on your registration before you dispatch.
myHQ provides a Mumbai virtual office address that serves as your Maharashtra Principal Place of Business (PPOB) for GST. With it you register a Maharashtra GSTIN (state code 27) and add Amazon’s PNQ3, BOM5 and BOM7 fulfilment centres as an Additional Place of Business (APOB), which Amazon requires before you store FBA inventory in the state.
A Virtual Place of Business, VPOB for short, is a rented commercial address with a rent agreement and the owner’s written consent behind it, declared on a GST registration in a state where you have no premises of your own. Amazon FBA sellers in Maharashtra need one because GST is registered state by state, and stock received at Bhiwandi or Khed makes Maharashtra a state from which you supply goods, whether your business sits in Delhi, Surat or Kolkata.
The portal itself never uses the word VPOB. It knows PPOB and APOB, and which one a document belongs to decides where it is uploaded.
| Term | Full form and what it means for an FBA seller in Maharashtra | Where it appears on the GST portal |
|---|---|---|
| PPOB | Principal Place of Business: the lead address of the Maharashtra registration and the one on the certificate; the rented Mumbai address takes this slot | REG-01, Part B, “Principal Place of Business” tab |
| APOB | Additional Place of Business: every other Maharashtra location where your goods are held or your books kept; PNQ3, BOM5 and BOM7 go here | REG-01 “Additional Places of Business” tab, or later by Form GST REG-14 (Amendment of Registration Core Fields) |
| VPOB | Virtual Place of Business: the trade term for a rented address filed as PPOB; the proof is the rent agreement, the owner’s NOC and a recent electricity bill | PPOB tab, nature of possession “Rented” |
Three provisions carry the whole obligation. Section 2(85) of the CGST Act, 2017 defines “place of business” to include a warehouse, a godown or any other place where a taxable person stores goods. Section 22(1) ties the duty to register to “the State or Union territory from where he makes a taxable supply”, and Section 25(1) requires a separate application in each such state within 30 days of becoming liable. A Karnataka or Delhi GSTIN therefore does nothing for cartons Amazon dispatches from Vashere or Ambethan. Maharashtra’s entry in the GST state code list is 27, the first two digits of every Maharashtra GSTIN, and the state’s stamp-duty and document habits for a rented address are set out in virtual office rules by state: the rent agreement is stamped under the Maharashtra Stamp Act.
Why not make the FC the PPOB and skip the rent? Because the premises at Renaissance Industrial Smart City or ESR Pune Estates are held by Amazon Seller Services Private Limited, and the NOC it hands sellers permits storage of goods at the FC and nothing else; the portal wants the PPOB to be premises you hold under your own agreement or with the owner’s consent in your name. A virtual place of business closes that gap, and the FCs then sit on the registration as APOBs. Using a residence instead is possible where you actually live in Maharashtra, with the trade-offs in home address for GST registration; for a seller based outside the state it is not an option. The national picture is in what a VPOB is and when you should register one.
Amazon codes its Indian fulfilment centres with the IATA code of a nearby airport and a serial number, which is why the Mumbai-region sites begin BOM (Chhatrapati Shivaji Maharaj International Airport) and the Pune site begins PNQ (Pune Airport). The serial is generally read as the order in which sites were opened rather than a size rank. For a Maharashtra FBA seller the codes that matter are the ones that appear on the Register FCs tab and can be filed as APOBs on one GSTIN. The 600 monthly searches for “Amazon Mumbai office” are for Amazon’s corporate office in the city, which holds no seller stock and is never an APOB, and the “Amazon warehouse Mumbai” sellers look for is in Bhiwandi: every Mumbai-region code on seller documents sits in Thane district.
PNQ3 is Amazon’s FBA fulfilment centre at Building No. B01, ESR Pune Estates Pvt Ltd, Village Ambethan, Taluka Khed, Pune district, PIN 410501. Ambethan is on the Chakan side of Khed taluka, roughly 35 km north of Pune city along the Pune to Nashik highway, and it is the “Amazon warehouse Pune” that sellers search for. Stock here needs a Maharashtra GSTIN with PNQ3 added as an APOB.
BOM5, written “BOM 5” in most searches, is at Renaissance Industrial Smart City, Vashere, off the Kalyan to Sape road. The map listing’s name, Amazon BOM 5 Warehouse Vashere, is the phrase most people type. It is an FBA fulfilment centre and the Mumbai-region code most seller NOCs name; inbound needs a Maharashtra GSTIN carrying BOM5 as an APOB. No phone number is published, and inbound queries go through Seller Central support.
BOM7 is Amazon’s FBA fulfilment centre at Vahuli, on the Mumbai to Nashik Expressway. Vahuli is a warehousing village a few kilometres from the BOM5 site, and the two are usually added together in one amendment. Searches for “Amazon BOM 7 address Bhiwandi” and “BOM7 Amazon address” want this string; copy it from the NOC with the building number intact.
Only the models that place your goods inside a Maharashtra warehouse create the obligation; selling to Mumbai or Pune customers from stock held in another state does not. Amazon.in offers four fulfilment routes, and Section 22 lands on each of them differently.
| Model | Who stores, packs and ships | Need a Maharashtra GSTIN? | Why |
|---|---|---|---|
| Fulfilment by Amazon (FBA) | Amazon stores at PNQ3, BOM5 or BOM7, packs and delivers | Yes, from the first inbound to any of them | Goods at an Amazon FC in Maharashtra are your place of business under Section 2(85); each FC used is filed as an APOB |
| Easy Ship | You store and pack at your own premises; Amazon picks up and delivers | Only if your godown is in Maharashtra | The stock never leaves your registered state; the ship-from state is the one you are registered in |
| Self Ship | You store, pack and courier the order yourself | Only if your premises are in Maharashtra | Same test; Amazon holds nothing of yours |
| Seller Flex | Your own site runs as a virtual FC on Amazon’s systems (invite only) | Only if the Seller Flex site is in Maharashtra | A Maharashtra warehouse of your own is itself a place of business, filed as PPOB or APOB |
Two groups read this table differently. A Mumbai or Pune trader already holding a 27 GSTIN adds the Bhiwandi or Khed FC by REG-14 alone, with no new registration. An Easy Ship seller in Jaipur or Kolkata who wants Prime tags on orders across western India has the opposite problem: FBA at Bhiwandi means a Maharashtra GSTIN before anything else. When to consider Fulfilment by Amazon weighs the two on fees, control and speed.
For any taxable product, yes: Amazon seller GST registration is a listing condition, and no taxable listing goes live on Amazon.in without a GSTIN behind it. The statute is Section 24(ix) of the CGST Act, 2017, which makes registration compulsory, with no turnover threshold, for a person supplying goods through an e-commerce operator required to collect tax at source under Section 52. Amazon.in is that operator, and since 10 July 2024 it has deducted TCS at 0.5% under Notification 15/2024-Central Tax, credited to your electronic cash ledger through its GSTR-8.
One relaxation exists and it does not reach FBA sellers. Notification 34/2023-Central Tax, effective 1 October 2023, lifts Section 24(ix) for a supplier of goods who stays below the Section 22 threshold, sells within a single state and takes an enrolment number on the portal. A Kolhapur footwear maker delivering only to Maharashtra buyers from a Kolhapur address qualifies. An FBA seller does not: stock at BOM5 sells to Bengaluru and Ahmedabad, which is inter-state supply, and Amazon asks for the GSTIN before a taxable listing exists. Amazon’s GST FAQ for sellers states the mirror image of the rule: to ship out of a state you need that state’s GSTIN.
Where every product you list is GST-exempt, printed books being the usual case, Amazon takes a PAN in place of the GSTIN, and the first taxable SKU brings the requirement back. The thresholds, forms and fee position are in our GST registration in India guide.
You get the Maharashtra GSTIN by filing Form GST REG-01 on the GST portal with the Mumbai virtual office address as the Principal Place of Business; with Aadhaar authentication a low-risk applicant holds the certificate in 3 working days, and a flagged applicant adds a GST Suvidha Kendra visit or a site inspection.
Within 72 hours of KYC, myHQ issues the rent agreement in your legal name, the property owner’s no-objection certificate and the latest electricity bill for the Mumbai premises, stamped as the Maharashtra Stamp Act requires; Rule 8 and CBIC Instruction 03/2025-GST treat this set as the proof for a rented PPOB. What an officer looks for in each is in address proof for GST registration and NOC for GST registration.
On gst.gov.in go to Services, Registration, New Registration: state Maharashtra, legal name exactly as on PAN, PAN, and the primary authorised signatory’s mobile and email. Two OTPs, each valid for 10 minutes, produce a Temporary Reference Number (TRN), which expires with its saved data after 15 days; what a TRN is covers the number itself.
Log back in with the TRN and work through Business Details (constitution, district Mumbai City, Mumbai Suburban or Thane to match the address, date liability arose, reason “supply through e-commerce operator” for a pure FBA seller), Promoters, Authorised Signatory, Principal Place of Business, Additional Places of Business, Goods and Services (top five HSN codes), Aadhaar Authentication and Verification.
Type it exactly as the rent agreement reads, select “Rented” as the nature of possession, and upload the rent agreement with the owner’s electricity bill (the lessor’s ownership proof) and the NOC, PDF or JPEG at 1 MB each. Tick “Have Additional Places of Business” if Amazon’s NOCs are already downloaded, so the FCs ride on the same filing.
Choose it for the primary signatory and one promoter. Rule 9A, inserted by Notification 18/2025-Central Tax from 1 November 2025, grants low-risk applications within 3 working days. Rule 8(4A) biometric authentication has applied nationwide since July 2024, so if the portal flags the application you will be booked into a GST Suvidha Kendra in Mumbai, Thane or Pune for fingerprints, a photograph and an original-document check; biometric authentication in GST registration lists what to carry.
Submit with DSC (compulsory for a company or LLP), e-Sign or EVC. The Application Reference Number arrives in about 15 minutes; how to check GST application status with the TRN shows the tracking screen. Without Rule 9A, Rule 9(1) gives the officer 7 working days, stretched to 30 days when physical verification of the premises is ordered under Rule 25.
A Form GST REG-03 notice allows 7 working days to reply in Form GST REG-04 with the clarification or the missing document, and silence ends in rejection under Form GST REG-05. The GST clarification guide covers the reply and GST registration rejected the reapplication.
Form GST REG-06 is under Services, User Services, View/Download Certificates, with the Mumbai address as PPOB and a 15-digit GSTIN beginning 27. Bank account details are due within 30 days of grant under the GSTN advisory of 20 November 2025; company bank account verification covers the current account a marketplace payout needs.
| REG-01 field | What to enter for a Maharashtra VPOB |
|---|---|
| State | Maharashtra |
| District | Mumbai City, Mumbai Suburban, Thane or Pune, matching the rent agreement |
| Legal name | Exactly as on PAN and on the myHQ rent agreement |
| Reason to obtain registration | “Supply through e-commerce operator” for an FBA seller with no other Maharashtra turnover; otherwise the turnover-based reason |
| Principal Place of Business | The myHQ Mumbai address, character for character as on the agreement |
| Nature of possession of premises | Rented |
| Proof of principal place of business | Rent agreement plus the owner’s electricity bill; NOC as the second document |
Maharashtra inspects new rented addresses more than most states, and the state’s own Goods and Services Tax Department runs its officers in parallel with the central jurisdiction. The visit under Rule 25 goes to the myHQ partner space, which holds your agreement and NOC and receives the officer; the signage add-on puts your business name on the board so the officer’s photograph and GPS record match the application. How the visit runs and what the REG-30 report contains is in GST physical verification with a virtual office.
Adding PNQ3, BOM5 or BOM7 as an Additional Place of Business is a core-field amendment to your Maharashtra GSTIN, filed in Form GST REG-14 with Amazon’s documents attached, and the officer has 15 working days to approve it under Rule 19. The sequence runs Seller Central, then the GST portal, then Seller Central again.
In Seller Central go to Settings, Account Info, Manage under Your Services, then Add FC; on the Register FCs tab select each Maharashtra FC and download the Business Services Agreement and the no-objection certificate for it, one pair per FC. Amazon’s FBA guidance states that the chosen FCs must be added as Additional Places of Business.
Log in to the Maharashtra GSTIN on gst.gov.in and go to Services, Registration, Amendment of Registration Core Fields. On the Additional Places of Business tab enter the number of places you are adding and click Add New for each.
Building or warehouse number, park name, village, post office, taluka, district and PIN — 410501 for PNQ3 and the Bhiwandi PINs for BOM5 and BOM7 — copied from the NOC. Tick “Warehouse/Depot” as the nature of business activity. For nature of possession choose “Consent” and upload Amazon’s NOC with the Business Services Agreement as the second document, or “Others” if the Mumbai range asks for it; PDF or JPEG up to 1 MB, two documents per place.
Give the reason (“addition of place of business, Amazon fulfilment centre”) and the date of change, then submit with DSC or EVC. You receive an ARN and Form GST REG-14 is deemed filed. Rule 19(1) asks for the amendment within 15 days of the change, so file before the first inbound rather than after.
Rule 19 gives the officer 15 working days, after which the amendment is deemed approved; the approval issues in Form GST REG-15 and the refreshed Form GST REG-06 lists the FCs under additional places of business. A REG-03 at this stage almost always means one address string differs from Amazon’s NOC by a building number.
Under Settings, Tax Settings, Manage GST Details, Add GST Number, enter the Maharashtra GSTIN and upload the REG-06 PDF. Amazon verifies it against the GST network in about 3 business days. Set the Mumbai address as the default ship-from for that GSTIN; the ship-from state and the GSTIN state must match.
In the FBA registration workflow upload the amended REG-06 showing the FCs as APOBs. Once Amazon enables them for your account, Send to Amazon accepts a shipment plan to PNQ3, BOM5 or BOM7 from the Maharashtra ship-from address.
If Amazon’s NOCs are already in hand, enter the FCs on the Additional Places of Business tab of REG-01 and the certificate issues with them on it, one filing instead of two. The generic procedure is in how to add an additional place of business in GST, the marketplace variant in how to register an e-commerce FC as APOB, and moving the PPOB itself in how to change GST address.
Three parties contribute to the file: myHQ for the address, you for the entity, Amazon for each FC. All uploads are PDF or JPEG within the portal’s 1 MB limit per file.
| From myHQ (PPOB) | From you (entity) | From Amazon (APOB) |
|---|---|---|
| Rent agreement for the Mumbai address in your legal name, stamped under the Maharashtra Stamp Act | PAN of the business (or proprietor) | Business Services Agreement for each FC you will use |
| No-objection certificate from the property owner permitting GST registration at the address | Aadhaar of the primary authorised signatory and one promoter, for OTP or biometric authentication | No-objection certificate for each FC, downloaded from the Register FCs tab |
| Latest electricity bill for the premises, under two months old, as the owner’s ownership proof | Certificate of incorporation, LLP agreement or partnership deed; board resolution or authorisation letter for the signatory | FC address strings exactly as they appear in each NOC |
| Passport-size photograph of the signatory and promoters (100 KB each) | Amended REG-06 showing the FCs, uploaded back into the FBA registration workflow | |
| Cancelled cheque or bank statement, furnished within 30 days of grant | ||
| DSC for a company or LLP | ||
| Original PAN and Aadhaar carried to the GST Suvidha Kendra if a biometric slot is booked |
A proprietor signing in their own name skips the board resolution; the thresholds that apply to sole traders are in GST for freelancers. Whether the property owner’s NOC or a myHQ-issued one is the right document is answered in owner NOC vs virtual office NOC.
From ordering the address to a live inbound at a Maharashtra FC, plan for three to five weeks with Aadhaar authentication and a clean file, and up to eight weeks if a site visit, a biometric slot or a query is added; Maharashtra’s site-visit rate makes the longer figure more likely here than in most states.
| Stage | Time | Governing provision |
|---|---|---|
| myHQ documents (rent agreement, NOC, electricity bill) | Within 72 hours of KYC | myHQ service standard; Tatkal add-on for faster turnaround |
| REG-01 filed to GSTIN granted | 3 working days (low-risk, Aadhaar-authenticated); 7 working days otherwise; up to 30 days with physical verification | Rule 9A (Notification 18/2025-CT, 1 November 2025); Rule 9(1); Rule 25 |
| GST Suvidha Kendra biometric slot, if flagged | Days, depending on GSK availability in Mumbai, Thane or Pune | Rule 8(4A), nationwide since July 2024 |
| Reply to a REG-03 query | 7 working days from the notice | Rule 9(2), Form GST REG-04 |
| APOB amendment (REG-14) to amended REG-06, all FCs in one filing | Up to 15 working days; deemed approved after that | Rule 19(2) and (3) |
| Amazon verification of the Maharashtra GSTIN | About 3 business days | Seller Central Tax Settings |
| Realistic total | Three to five weeks; up to eight with a site visit, a GSK slot and a query |
| Cost item | Amount |
|---|---|
| GST registration fee on gst.gov.in | Nil |
| APOB amendment fee | Nil, however many FCs the amendment carries |
| VPOB (virtual office) in one state | Rs 8,000 to Rs 15,000 a year per state, depending on city and plan |
| Physical office in Mumbai, for comparison | Rs 2 lakh to Rs 5 lakh a year |
| Ten-state FBA footprint | Rs 80,000 to Rs 1.5 lakh a year on VPOBs against Rs 20 lakh to Rs 50 lakh on offices |
| CA fees for REG-01 and REG-14 | Vary; bundled in myHQ’s CA assistance add-on |
Maharashtra rejections cluster around two failures: address documents that disagree with each other, and a site visit that finds nothing to photograph. Amazon-side blocks cluster around one: a GSTIN whose certificate does not yet name the FC. The eight causes below, each with its fix, account for nearly every case.
If a registration has been cancelled over an address problem, GST registration cancelled due to address issues explains revocation. Holding goods at an FC that is not on your certificate breaches Rule 19(1); the exposure is the general penalty under Section 125 of the CGST Act, up to Rs 25,000, and the same again under the Maharashtra Goods and Services Tax Act, 2017, with Section 126 requiring restraint for minor, rectifiable breaches.
myHQ supplies the Mumbai PPOB and the three documents the Maharashtra application and the Amazon APOB filing both rest on: rent agreement, owner’s NOC and electricity bill, in your legal name, within 72 hours of KYC. The network covers 25 or more cities and 10,000 or more clients, and GST, ROC and bank filings on those documents carry a 100% acceptance guarantee with a 30-day money-back.
Add-ons follow the FBA path: APOB support for a multi-FC REG-14, CA assistance for REG-01 and the amendment, Tatkal when a sale-event inbound is close, and signage for the site visit Maharashtra is likely to order.
